Made by Bulgheroni Oboes of Italy - Labeled "Robert Thibaud PARIS"
According to Peter Hurd of Oboes.us in his listing of 'stencil' instruments and their actual makers:
"R. THIBAUD" - Mostly Bulgheroni, some possibly Kreul"
ABS resin body with minor dings and scratches (see pics)
Plated keys - need to be cleaned and polished
Cork pads - at least some need replacing, instrument needs regulating
In general, expect that this instrument needs to be serviced.  I cannot judge what needs to be done.
I have been unable to find the comparable model name of the Bulgheroni instrument that compares to this one.
(I am a clarinet guy; I really know little about oboes.)

Low Bb
Left-hand F
F# key tab
F resonance key
Banana key
Split ring Eb-E trill key
